Nelacar has strange behaviors :O

You guys know azura quest that gives you star..There for I go after Nelacar..Hes high elf lives in whiterun inn(I cant remember the name).

 

When I check my map I saw hes near the markarth inside of something but Im not sure what is that cause I couldn find any enterence it was just a mark on map.. Then I try to use player.moveto command but it dosent work ofc...I think for solution and I found something..I started a new game then I fly with console TLC I mean, to the Azura' statue.I spoke with dark elf then fly to inn and spoke with barkeeper(idk did I spell right my english not good)after that quest has started ''Talk with Nelacar'' it was showing  nelacar on my map ..He was near to windhelm ..Then I just fly to him and spoke for quest..After I spoke he keep moving to direction that I talk about(near markarth but I cant go inside because there is no inside).. Strange think is he was wearing blade armor..Hes a high elf with blade armor IDK what is that shit..I have lot of mods I can take picture but maybe you guys know why this is happent to me..

If Nelacar is in front of you, open the console and click on Nelacar.
With any luck, you'll see which mod has changed him (bottom right LastChange or something similar)
