I'm looking to get a dream-like look for Fallout 4

I'm looking to get a dream-like look with my game. I don't want it to be dreary looking but not too cheerful. Something in between would be nice. I'm not sure if I should be going for enb presets or reshades. Any suggestions or tweaks I could make?

How ENBs and reshades will look is governed very strongly by your weather/lighting mod setup. Some ENB presets are plain incompatible with some weather mods, for example. But you can usually get an idea in how they're supposed to look by just looking at the screenshots. Give it a try, if you don't like it, try something else.

I personally use Natural and Atmospheric Commonwealth (NAC) with it's default ENB. It has a fairly extensive customization that you can do in game to alter the look of it too, so you can adjust things to get it looking exactly as you want it. There are some special effect shaders that you can disable if you like though, like radiation and drugs... I recommend at the very least you turn off the "Complex Hit Effect" as it can cause blackout when "glowing" creatures attack you. It might not depending on your setup, but for me it does and I've seen others asking what caused it so it's not just me.  There are  lot of presets you can activate with the holotape though, so you can probably find one close to what you want and adjust from there.

I do recommend you use the "NAC Enhancer ENB" listed on the page too, as without it, NAC can be a touch too bright during daytime. With the ENB it's just fine. There is a "sunglasses" effect you can toggle on though if you like where in first person (or all the time if you prefer) while wearing sunglasses you get a shader effect. I personally don't like it, but if you don't use the ENB or if you have very photosensitive eyes you might want it. You'll probably be using a custom setup though so you likely won't have to mess with it anyway. The ENB is pretty lightweight too, usually only taking maybe 5fps at most. I usually get anywhere from 40-60fps even with it, but that might be more due to my new graphics card and having most of my retextures in BSAs, which helps tremendously.

Anyway that's my two caps. Best of luck to you.

Plug&Play: Grim Wolf ReShade and ENB Presets - RailRoad ENB

Depending on what kind of dream you're looking for, the other presets might also work. Example the Lone Wanderer preset looks more sickly like a horror movie.

DIY: PRC or Film Workshop.

PRC is a bit more aimed at specific color grades (they already have names like "Matrix" etc), while Film Workshop has unique GUI tools like the color wheels and curves to tweak practically everything yourself.
