Can you make a mod without Skyrim special Edition

Im sorry if this isnt the right place to ask this.I wanted to try out making a mod myself so i downloaded the creation kit ,but then i saw that you need the special edition which i dont have. I only own the standard edition with dlcs. Is there a way to make a mod without the special edition or at least a way where i dont have to buy the special edition for full price.

You don't need Special Edition unless you are trying to make mods for Special Edition. Are you sure you downloaded the correct Creation Kit, and not the one for Special Edition? You can get the correct version of Creation Kit from Steam, by navigating to Library -> Tools, then look for & install Skyrim Creation Kit.

thanks it works now whenever i searched for the creation kit for standard skyrim i got sent to the creation kit for the special edition so i assumed i had to use this one.
