It's a bit more complicated than that.

This weakens the victim and allows the vampire to be in tune with their blood.
To attempt to enthrall a mortal,
the vampire must exert their will over their victim until they are fully enslaved to it.
Whether the attempt succeeds is dependent on many factors, such as the victim's willpower, magical affinity,

Making a thrall is nearly impossible for ferals or other vampires of weaker blood.
Only those with powerful bloodlines are even able to attempt it.
It's also said that those closest to Molag Bal, the Lord of Domination, are the most successful.
Once someone is a thrall, they are incapable of doing anything that does not serve their master.
