What could have been a bloody demise turned into a life-changing business opportunity for this young lady, and most of all, how she managed to convince James Rasmys otherwise, or its circumstances leading to it, has never been revealed.  Undisclosed sources say they have a familial relationship or bloodline (lost kin is a common theme in the old Virginian states and Maryland) and James Rasmys (a corruption of his family's surname) grants her a special status inside that organization.  Others say the Colonel enjoys underaged girls (especially ten to fourteen year olds).  Compounding this relationship is what  traits he saw in this pot-smoking thirteen year-old at the time of her capture.  Others say she sold out her community of Clearhead (Boston - Not associated with the Commonwealth - See article 2290.11.04a) and eliminated its five-man council to gain James Rasmys' favor.  The truth being, she is a undoubtly his personal favorite and enjoys her bodily presence now and again as a private couple or in a sadomachocistic ménage-a-trois.  Shelly has been known to sell her body to collect revenue from prostitution.  She understands the economics of prostitution but slavery sickens her and does such enterprises as an armed business and only if ordered by Colonel Rasmys.  Shelly however will not bed women, lesbian or group sex or unless she is with Rasmys and his favorite sexual instruments (The Colonel is known to enjoy implimenting studded leather straps, whips, and riding crops in his personal escapades).

 

She has a comfortable relationship with the Gunners and distributes (i.e. she sells mostly) a variety of marijuana-based products to the settlements around and outside the Commonwealth and the Old Capital Wasteland.  She gives the Colonel Rasmys his cut for weapons, equipment and mercenaries to protect her on her expeditions and she in turn pays any extra personnel she is willing to hire before she takes her cut.  Discipline is tight and harsh and exact percentages are not known but the operation is said to be extremely lucrative.  She's been known to travel west as far as Megaton, Vault 101, and Turnberry Tower and north (via sea vessel - another lead that needs to be investigated) into the Old state of Maine and some parts of lower Canada and Newfoundland (which is said to be free of radioactivity and other bio-contaminations).  It's through her to Magnus Odinsohn that the existence of Vault 57 and Vault 67 came to knowledge.
