See if this not related to your VRAM cache when running your game with an ENB or ENBoost enabled: While in game hit the "F4" keyboard key for clearing the VRAM. Clearing the Vram and waiting a second or two seems to force everything to “settle down and play nice” when loading a game, loading a savegame while in game, fast travel, or just exiting a heavy load Cell such as cities for example. Really a good habit to get into if you’re having any type of random issues, or experiencing momentary micro stutters.
