Physics and motion for back strapped two Hand sword

Hi all, I'm interested to know if is feasible to create a mod that add physics and motion to back strapped two hand swords like witcher 3.

It has always bothered me that back strapped weapons in skyrim are riddled with clipping issues and are all stiff af.

I wouldnt mind to commission (or donate, if we have to conform to the EULA here) a mod request for that if its feasible.
