Not sure if you're still looking for the texture. However, the texture in the picture is a unique edit by the picture creator (tetrodoxin). The only way to get the texture is to rip it from his follower mod that is featured in the picture. Using a BSA extractor, you can find the textures in textures/actors/kailu/outfit/df_t21/ . EDIT: Or you can just install the follower, and take the outfit from her in game. That works too.
