armors to random NPCs

I see lots of mods that have great, sexy armors in them, but normally they seem to be armors that you use on your character.

 

But, is there a way/mod out there that will take all the armor mods you have and randomly assign them to NPCs? For example, I'd like to explore a world where random NPCs are wearing these armors

Its been 5 years , does anyone know if someone was able to do accomplish this amazing feat ?

There is a mod which does random outfits, mashups and has many variants for equivalent items so it doesn't look like there's only one pattern for every type of armor and they were all made by the same smith even though picking one up from a crypt that's been closed for hundreds of years looks like the one you made yourself just yesterday.
