roggvir execution not playing ? Bug ?

Roggvir execution is just not starting I tried many times going out and in to Solitude but no they all just stood there , all npcs  , Roggvir , the executioner , all npcs that are watching it .

 what the heck ? I tried deleting the Alternative start but no... that did not help either

yep I did 3 times over but still not playing well no matter it's like i'm gonna restart the entire game just for one scene ? is it related to the main quests or is it not ?
