Getting these buggy/glitchy textures around downtown Boston

Anyone know what this might be? Some spots around the Downtown Boston area get this glitchy texture effect that is hard to describe, but I have recording of it here:

Uncheck them in NMM & see if it fixes itself.

 

 

Thanks. I uninstalled my mods and did some troubleshooting. If anyone cares to know, I think the culprit was Scrap everything. There's a module called scrap expansion that hits fps hard and apparently gave me some texture glitches.

 

I also have a 1080ti by the way, which just goes to show you can't throw money at expensive hardware and expect it to fix an issue with the game or a mod.

I've heard rumors about Scrap Everything......

The issue with scrap everything is the ini edit you have to do which disconnects all the things that have been combined into one object so it has to render them all separately. Main advantage to the mod is you can literally scrap pretty much everything including buildings. It does cause issues with some locations where it thinks there is no floor there and things you are trying to place passes through it.
