Help with this issue Texture Memory

Why this value increases and reduces randomly each time I open skyrim?. on the image now shows 15744MB and before it was 1600XMB ( don't remember the last digit ) Btw I have 16GB memory ram. I'm not sure what should I put on the enb ini for the available memory section. My question is does that number affects my gameplay or something? I was getting like 14000MB when I started to use ENB. Now the change on this number makes me nervous not to know what it is. thanks in advance. Regards.

Available Texture Memory. Built-in Texture Memory is 16384 MB.

Means from the 16384 MB are xxxxx MB not in use and available.
