Spells automatically unequip

So my newly modded skyrim seems to have a problem where I cannot uses spells. I equip the spell and it shows up in my hand for a split second before automatically unequipping. Is there a fix or a simple console command to fix this, My load order can be found below

Are you wearing bondage mittens? I notice you have Devious Devices in there. Unless you have the mod that lets you cast spells with bondage mittens, mittens will force you to unequip spells.

ZaZ gags also have this effect.
