The hairband is not there but the hairstyle is nr 20, so that's correct. I think it might be a headdress or something he added afterwards. I asked him and he says he doesn't know what it is. Anyway, I guess I can take a ribbon from a dress and recreate it but I was hoping I wouldn't have to mess with that. @Juno You bet me by only a few seconds on the HWdress >.<

I need to know which race is used, which body mod is being used, the hairstyle, and any possible tweaks that could've been done to skin textures/eyes, any extra shaders etc. I would really appreciate the help, as when I saw this, my initial thoughts were "Well, looks like someone made my ideal Oblivion character". (PS: The outfit looks rather nice too, so if anyone could share their insight, I'd be interested in any knowledge of it's whereabouts in the interwebs. )
