Instant bounty on new game

Started a new game and after leaving the abandoned prison I have a bounty of 1,500 gold.

If I start in a home or cave I have nothing, the moment I step outside however...

 

Anyway, this is my load order, looks like a lot, but I don't think every single thing is active, any help would be appreciated

ok some AS-LAL starts give you a bounty (I figure you already know this)

 

so if its all starts (a quick check would be to start as a inn patron and if you have bounty it is definitely a bug/conflict/bad setting)

 

I would suggest you check all mods in your list that affect crime (any prison overhaul mods, and any mods that change anything in the way crimes are handled)

check the in game settings, and the mod pages to see what they are supposed to change, then you can use TES5Edit to make sure they don't add a bounty for

escaping the start up (in vanilla start up the crime system activates during the "Before the Storm" questline).

(for example - prison overhaul with patches has a random bounty setting)

 

if you are using a non vanilla race also check the race mod. (Teifling race mod (by Dpog) will cause a bounty/attacks on the PC depending on what you look like)

did you did what any criminal should do and slept the bounty instead of escaping from jail?

No I didn't try to escape the cell, I did choose to start as an outlaw. Weird thing is I could've sworn I used it in the past with no issue. But, I'll try a different option and see what happens, I did use the console command to pay off the bounty but it instantly came back

This a feature to some starts (outlaw, forsworn, etc).  There were some bugs in some previous versions where some of the newer "bounty" starts actually did not have the bounties it should have.  That's been fixed for a while.

I can confirm it was alternate start. I chose the camping option and had no issue. I wouldn't have been bothered by the bounty if it had been a smaller amount, everybody acted like I murdered a dozen orphans or something.

Now if I can fix up my SOS edit again I'll be all set.
