Yes, its from BDO, outfit name is "Lucien Blanc" but you totally wrong about packs, i guess its private.

It was on a chinese website and you were required to request access from the author to download it, but it is gone now.

I recall trying this one, it was great for screenshots I guess.. but in game the coat tails looked so wrong when moving I removed it. It's an amazing outfit but really needs physics to be playable.

I had a look to see if I had it still, but appears I don't :-(. I tried that outfit out quite a long time ago now in oldrim.
