Piper wont move

I am 25 hrs into the game and have a lot of sanctuary built up. I just dismissed piper and told her to go back to Sanctuary from goodneighbor but she will no longer move even if I invite her back. I tried to move her by console command but it spawned a lifleless clone wile the original stayed were it was. Baring a major reboot of a save before taking her on as a companion is there a solution. I tried google but none of those seem to work or the steps given seem to have left something out. The only companion mod I use is "Everyone's best friend".

If it is only at Sanctuary, perhaps the spawn point is not reachable (building)

I doesn't mater what settlement I chose she always stays in one place.
