Messed up starting area on never modded Fallout 4

My un-modded Fallout 4 game has never had any mod added to it but I am getting this bug where area is messed up on starting a new game with my game crash 20 second after it pull up character creation part.

 

I have try

1: uninstalling/re-installing both Fallout 4 and Steam.

2: Going to MYGAME/Fallout4 delete that folder after an uninstall.

3: Doing a force NVIDIA graphic setting

4: Verify integrity game file on steam.

 

Do anyone know how to fix this bug so I can play my Fallout 4?
