Technical problem : steam servers unreacheable

I'm trying to install fallout4, but everytime I try, it saiys servers are unreacheable, and I can't do anything.

 

Do you have a solution ?

 

Note : I checked my connection : 1Mo/S.

 

If if not possible to fix the problem, there is a solution to get my money back from Steam ?
