What is causing this?

Wet & and Cold or Frostfall?

 

Both of those add frost/frozen shaders when a person gets too cold (at least Frostfall used to do so if I remember correctly).

Warming your Dovahkiin somewhere e.g at a fire or inside a house should make that effect go away. (or uninstall those mods)

 

*It's just a guess what causes your problem I'm not 100% sure that's the cause, but that specific feature looks like it comes from those mods I described.

i don't have either of those mods installed.

can't tell if that like a frost look or like tree bark...

i figured it out. it was spells they are casting that acts like armor. stoneflesh and such. i went into xEdit and removed that spell from the followers i don't want using them so i'm all set.
