Your best bet would be to use Scent of Sex and configure it how you want. Scenario 2 is already really close to an included as an example in the user guide PDF, but number 1 would be a bit trickier with no condition. I mean you could make it a super easy condition, like arousal > 10 or something, or just have no condition but alter the time between actions to whatever works for you.
