I don't think it's from any game. Not one that I have played anyway. It might be Fallout 3 or New Vegas.

Gmod, maybe. Maybe second life. No idea.

Guessing that it is a Photoshopped deal. Some parts are have pretty decent textures while others (like the masonry walls) are horrible.

I also agree that that is almost definitely second life. It would be very hard to verify such a nondescript photo though.
