I'm trying to make a paralyzing arrow to assist with captures for Paradise Halls.

I've gone as far as i can, and it LOOKS like it should work, but it's not.  Can some please look at this and see where i went wrong?

More Interesting Loot had functional enchanted arrows, though I didn't see a paralyze effect. Maybe you could check it out and see if you can't pick at the mod and find out how?

You cannot enchant arrows, only bows.

you are wrong:

edit: or you could make a new poison you can apply to the bow when needed.

Problem with poisons is that Skyrim's system for poisoning arrows is a complete pain in the ass.  It's not even remotely practical, imo.

Sorry, I'm not wrong. You cannot directly enchant arrows. What those mods do is create explosions, a roundabout way of having arrows cause damage/effects.

To the OP: if you want to go that route, you'll need to

1. Create a SpecialEffect > Explosion

 - might want to use art file paralyzeimpact01.nif

 - direct it to a paralysis enchantment (enchweaponparalysis)

 - set force, damage and radius to 0

 - might not want any sound or IS mod

2. Direct your magic effect to that explosion (in visual effects section)

3. In your projectile record check explosion box and in Type find your explosion

Most explosions seem to want to do area damage, so not even sure it'll work. In theory it should.
