I'm not specialized in gaben but I think it means that he wants to let developers distribute whatever they want, including porn games, as long as the users have the ability to completely filter these things out.

Kind of like how in Google images you look up any popular cartoon series and get porn in the results. The idea here would be if you look for action rpg, an user who only wants to look at action rpgs and not butts with arpgs could filter the butts out.
