If you're not getting the dialogue from Proventus, it's a known bug and there's no known way to fix it, unfortunately. It's still an issue in unmodded builds.

so i want to get it so i can decorate it ...if i typed unlock in the console i 'm not allowed to do so ..??

Unlikely, if you do not get the dialogue to buy, its not too likely you will get the decorate options from him.

Though just a quick question, did you do the bleak falls barrow quest that the court wizard gives you as I can not remember if you get the buy conversation till after the jarl makes you thane or not.

Yup, it's the infamous Breezehome Bug.

You can try starting a new character, but for safety I would also do a clean install of Skyrim. (Nobody seems to know the actual cause of it, but that seems like the safest way. It's definitely not mods though - I've had it happen to me twice, once on an unmodded game (which was part of what got me into modding) and once when starting a new character on a stable load order I'd been using without trouble for two playthroughs.)

The good news is, it only affects Breezehome; the other player homes should be fine.

And for future reference, this only affected me the one time I waited until completing Dragon Rising to purchase Breezehome. I'm not sure if that's the only cause, or if some people have had it happen to them straight away, but it seems it's best to buy Breezehome as soon as you have the option to.
