Golyhawhaw's "Classic Physique" Preset would create a bodyshape like that or close to it. The skin i'm not so sure of there's so many choices but he has lots of skins that work well with his presets that would get close to that look.  This was by Luna Nelfeah who sadly I think may have retired, The codpiece was by Lunar Eclipse. The dragon was from a hogwarts collection by  brittpinkiesims I believe. Pretty sure those are Helgatisha poses.

WOW!

 

Nelfeah did retire and they nuked basically ALL of their content. They never said why but they confirmed on a message board that they were okay, healthy, and just not wanting to be involved with the sims anymore. It took me months to find an outfit they had made (Celestial Host.) I've never seen this much of their stuff anywhere!

These are made by Untraditional Nerd, who sadly stopped making content and deleted most of his stuff.

You can find them here though, along with most of his other work. (Some of it is old and may not work anymore, but the earrings all do and so do the harnesses)
