OBSE failing to load but it's installed properly

My OBSE log is saying it's being loaded:

OBSE: initialize (version = 21.4 010201A0)
oblivion root = D:\Steam\steamapps\common\Oblivion\
config path = D:\Steam\steamapps\common\Oblivion\Data\OBSE\obse.ini
plugin directory = D:\Steam\steamapps\common\Oblivion\Data\OBSE\Plugins\

OBSE: deinitialize

But when I start a new game it says "OBSE not detected".

 

I've followed all the directions on the silverlock page. Any ideas?

 

I'm using Windows 10 and Steam Community is enabled (but overlay isn't showing in game).

At first I thought I must post my usual message "Read my yellow Link below" but you did all right, Oblivion not in C:\ program files and Steam Community is enabled.

 

After my last Oblivion new installation I had problems with OBSE plugins not working, blocked ( error messages) . It was my anti virus program (AVG), so I set my whole Oblivion folder to the exception list of AVG ( folder not monitored by AVG )

Play offline, start Steam in offline mode.

 

But I use Win7. Maybe it's a Win10 problem

I have no issues running OBSE on win10 so I doubt it's the cause. I'd be more inclined to think it's an anti-virus program blocking it since they tend to go ballistic at the mere mention of a .dll file.
