I often modifing body meshes but is not good at show as like Oblivion.

So think about some reason and thinking that's two reason.

First. Characte head is too big. It's like dummy! :) Sensitive modified body parts but it's character is BIG HEAD!! NOOOOO!! :)

Second. Light is so realistic. In oblivion Light is fantastic and can't write some part but it's dreaming fantasy parts. But skyrim light is too realistic and dry light. It's no fantasy!! :D

And we need correct work Blender script. It's too hard to use 3DS MAX and it cause often License error 20!! WTF!! :)

I disagree, I think the head sizes are just fine. I'm not sure I understand what you're talking about with other things you mentioned

Here is my compare. :) Skyrim body's "head size" is 1/6 in "body size". Good size is 1/8 or 1/9 in my think.

I think he is talking about the average human proportion is 7 to 8 heads tall, and many choice humans (usually models) are 8 to 9 heads tall. His picture shows that Skyrim characters are 6ish. daedrasp, you might look at this mod for the female body proportions.

There is lots of ENB for fantasy lighting.

I completely agree with you on the blender scripts. I hope they are made soon. I wish I knew how to help them along, but I can only model.

To be honest on the picture you took too much for a head... I mean, the haircut makes it look bigger but in fact it's not that big.
