EDIT: Every 8 to 10 seconds? Are you by chance hitting a specific key? That's the popup for the surrender option, and it should only happen when you're hitting the surrender key...

nope just happens its odd because this wasnt a issue  until i loaded the game today

It is set by default to the \ key on the number pad, as I recall. Are you using a laptop or other keyboard without a numpad by any chance?
