Muffle question

Is muffle enchant a must have enchant for boots?

I would rather get stamina regen on boots.

If I get perks like Muffled Movement and Unhindered will it give the same results?

By the time you get the Silence perk you won't need it.

Muffled Movement gives 50% Muffle and Silence grants 100% Muffle, so you'll be good with those.
