OBSE Not Working

l run WIN 10 Pro, 64 Bit on Steam.  I follow precisely, to the letter the instructions for installing OBSE, yet it will not work.  I have tried everything I have seen in the other forums,   Anyone have any ideas, or can help me?   I was given the GOTY edition as a gift and would really like to get it Moddable

How do you start your game ? Oblivion exe or Steam.  ( Not the obse loader exe , you need it only for the construction set )

Where did you installed the game? NOT C:\program files  !!!!! ( NOT the default install path )

As Fejeena pointed out, you "telling" us you are doing it right isn't going to get you helped.  You need to list out exactly what you have done, otherwise we can't help.
