In theory, yes. That event picks a random character from your realm who is female and old enough to marry, which should include a female ruler.

Is here an edit that can be made to increase the chance of female ruler being selected? As of right now she never gets picked.

I'll be adding a couple more disqualifying traits which will reduce the pool of potential characters in the next release. However, there's no way to apply any weighting to characters in the pool--they're all equally likely to be chosen.

Is it possible to modify the age weight in the papal elections? Right now, All things being equal, the papal election favours old characters.

 

The way I see it, it would be okay if the age weight increased to 30ish or so(for women), and then begins to decrease.
