Questions on texture problems

I am adding a single outfit from an armor mod, by over writing the vanilla textures and meshes of an raider armor.

 

the problem is the boots flicker and change colors.  I have noticed this in some other mods that install some female clothing.  Some not all of the female clothing does the same thing.

 

I am wondering what causes this problem.   below are screen captures of the armor, taken as the camera was rotated in 3rd person.  SO the changes happens as the camera angle changes.

 

this is peacock armor from the breeze body mod in fallout 3.  I am using it in fallout NV.  the other mods that have clothing that does the same thing are fnv mods.

Flickering textures means that the proper texture is missing.
