I am using enb and I enable V-sync in there. But sometime my fps goes over 60. What do I do to make it not go over that number?

There a different ways to achieve that:

  • You can set FPSLimit in enblocal.ini in the [LIMITER] section:

EnableFPSLimit=true

FPSLimit=60.0

  • You can set maximum FPS in your graphic-card drivers: For example in the Radeon drivers you can set "Frame Rate Target Control" to your desired FPS

The enb frame limit in the enb ini doesn't work it make it worse bringing fps down to 10.

I see that happen when you already have frame rate capped in video driver, use one or the other but not both. I prefer using the on in the driver and cap at 58 frames as it helps my input lag. Using Nvidia card with Nvidia Inspector, fluctuate around 40fps.

Ah yes this help me and I was able to cap it at that. However is it normal to sometime see it goes over the cap? I was at riverwood at the fps was at 46-47 but then I look at the sky the fps shot to 61-63 for a split second before going back to my cap fps which is 58.

That's totally fine; it's normal for that to happen.

I have seen mine spike like you describe but normally only in menu mode, like inventory etc. I think that's ok as long as you don't get objects start going havok crazy.
