Physical games were being sale and resell again and again for decades, that's the bread and butter of gamestop/EB/Game what have you, publishers have been eyeing that with disdain for a long time now, but hey these are big outlets. The real loser in the digital world are the Gamestop of the world hardly the publishers who have just been carrying on business as usual. If digital games can be tracked and resale with publishers getting part of the cut they will jump on it in no time.
