problem with HDT tails

so i recently accidentally screwed up and had to delete my entire MO mod folder and reinstall everything. i had made a personal modification to

it was to make my vampire lord look like a succubus. everything worked fine, and i had made a backup of it. but now i can't get the tail to work correctly. after reinstalling all my mods, it doesn't have physics like it should. on that page malf made a post about customization and helped me. the first time i followed it to get my tail working.(it was on the other forums) the only modification i have made to the mesh was to attach a texture, and the mesh works fine. i have done extensive testing not to mention that when equipped on a male vampire lord the tail has physics but not when on a female VL, and all my tails(including this one) work just fine when i equip them when in human form. i tried starting over with a fresh plugin and making the necessary changes to get it to appear and still the female VL with a tail won't have physics. i had personally done it by making a new armor addon as i want wings as well as a tail so i put the tail in a new addon and left the slot at 40. i even tried malf's version and changed the name of the mesh to the wings and the slot to 44 but it still has no physics when on a female. im using the current xpmse3 for a skeleton so i cant imagine that has anything to do with it. i'm completely lost as to what to do.

please help.

edit:schlongs physics work for the vampire lord too.

 

edit:forgot to mention the reason i didnt post my load order, was because i know my load order is not the problem. i turned off everything except for the dlc, usleep, alt. start, fnis, pcea2, xpmse, skyui, skytweak, and racemenu.
