Alduin Frozen in Helgen

Simple problem, I started up a new game in Skyrim and chose the camping in the woods option. I walked up to Helgen  and Alduin is frozen. He wont take off, wont move. I have had this problem before but I have forgotten what caused it. Some help would be appreciated. I have looked online but I couldn't find the exact problem I was having.

What is your load order? Have you run FNIS generator if you are using it? Have you run LOOT for your load order? Have you run TES5EDIT afterwards to see if anything is out of order?
