Where can I learn how to mod all female outfits and make them barefoot

I like playing fallout with a barefoot character but theres not many outfits with barefeet out there... So I was thinking... Could I go into the geck and delete the female shoes? (For example, go into the geck, edit the "Merc grunt outfit", delete the shoes so instead it loads my body replacer's barefeet instead of the default shoes)? How would I do that? Where could I learn how?

That's not how the outfit system in Fallout works. You'd need to load it up in Blender and replace the shoes with feet.

This will also make all females barefoot.

maybe removing shoes will be an option in Fallout 4 since the new system will be layered

I doubt it. You put on a one-layer piece of body armor like now and then put armor on that. The Vault suits are shown with boots and if you look at the armor overlay in a screenshot, while there is a foot option, it's not being used - which means shoes are part of the base outfit.

Hope I'm wrong, though - it would make modding in high heels and slutty outfits easier if I am.

You may be lucky, some outfits you can remove the boots in Nifskope and make them seperate items.

But he's still manually have to add feet from his body replacer.

For Vanilla armors you will have to do what Loogie says because the armors are typically only one piece meshes, so pants, boots, shirt etc are all one piece. The first tutorial I used was this one from SydneyB (Ashara) and it still it valid today for making stuff in blender for Fallout3/NV.

http://wiki.tesnexus.com/index.php/Creating_an_armour_for_Fallout._Part_1

Other downloaded models from mod makers may have the footwear separated from the rest of the mesh already so you can "hide" or delete that portion of the mesh from the armor in nifskope using the flag > hidden option. of course if the feet have been chopped away as Loogie said then you have to "add" that portion back in which typically can only be done in Blender or Max.

In Blender after importing model you have to select all the verts of the part you are trying to remove or make into a separate part then either hit delete to remove or "p" separate into new part. Of course you still will have to decide if you need weighting or rigging redone to make it actually work depending on what you have done to the mesh. For instance if you move a knee pad to the elbow it will have to be re-rigged and re-weighted for the correct bones or it will move very poorly with body.

So as you can see depends on model sources you are working with as to how much work you will have to do...

Image 2 Jonas Tough Girl Jeans (example of what Loogie is saying).

Hope that helps.
