help making hearthfire fish hatchery

pretty self explanatory
im stuck!
 
have been following what i can find on the net re making my own hatchery. the idea is to spread a few around skyrim where you'd logically find them. i set it up, but can't get the fish to spawn when you put the fish in (have fast travelled and waited etc) or i mess it up and they spawn before you ever put a fish in the hatchery. im messing a step up but not sure, have downloaded other mods to have a look how they did it but i cant make sense.
 
i have one in riverwood here, you can have a look if it will help. it's clear my linking is wrong somehow re the fish spawners, but there's so little material relating to this, i can't figure it out without help. the hatchery is linked to the npc ok, takes fish. they just dont spawn correctly, not at all, or before they should.

im exhausted from looking at this gah. i would just love some simple but comprehensive instructions to follow. once i can manage it once, i can do more.
