Weird performance problems in dungeons.

So I recently did a clean skyrim re-install and also re-installed and updated all the mods and basically removed all the junk files that were in my skyrim folder.

However there is now a weird problem related to dungeons. I usually have around 30 fps but when I enter a dungeon it drops to 4-5 fps. It never happened before. I have been in 6 dungeons and 3 of them lag horribly. The ones which have this weird lag are Ansilvund Excavation, Bleak Falls Barrow and Abandoned Prison. The non-laggy dungeons are Bouldfall Cave, Cragslane cavern, Whiterun catacombs. I tested bunch of other interior cells like houses and shops but none of them have this weird lag.
Another weird thing about this lag is that it stops completley once the game is paused- opening inventory, opening game pause menu and even typing tfc 1 in console stops the lag. Another thing to note is that this lag does not start immediately. It takes 1-2 seconds for it to start lagging when I load a game inside one of laggy dungeons.
EDIT: Did some testing and I came to conclusion that it might have to do something with npcs. So I spawned some draugrs in exterior cell and all of sudden I have this unbearable lag.
Edit 2 : This  mod helps with the draugr lag. But looks like skeletons also cause lag for me. Dead skeletons and dead draugrs also cause lag. So it's something with their body model. (Yes, I know they're already dead but I mean really dead layin on ground)
Any idea's what's causing this?

Load order.txt
By the way. When re-installing and updating mods I also added some new mods to the list. By using list comparing software and comparing new load order to old load order I got a list of new mods which is below
New files.txt
So the cause of this problem should be there.

My first idea, which is not more than a guess, is that it has something to do with your body or equipment. Because it doesn´t happen when the dungeon is loaded, maybe first when you start to move? Then it stops when you are in menue or in fly cam - without moving your body. But it doesn`t explain why it only happens in some dungeons.

Pretty good guess. At first I expected that it might have to do with HDT armor I'm wearing. But after some tests It seems like draugrs cause lag. And possibly other NPCs because I see no draugrs in Abandoned prison.

Is HDT 14.28 installed?

If yes, then: What version of the skeleton do you have and what version of the hdtPhysicsExtensionsDefaultBBP.xml are you running.

Reason: If you are using XPMSE 2.0 or greater and a version of the hdtPhysicsExtensionsDefaultBBP.xml that has the belly node as "Pre Belly" you will see performance drops when entering dungeons (like slow to a crawl performance drops).

If you are using CBBE HDT then and download the Daie's XPMSE 2.0 compliant xml file.

If you are using Sevenbase HDT then download and use Stevierage's version.

Do not use the All-in-one xml's that include weapon as the default xml should only have hand, breast, belly, and butt information in it, anything more and it can cause problems with hdt.

Thanks for help. You have no idea how annoyed I was because I couldn't figure out what's causing all of this.

I was using

HDT Bounce and Jiggles - Bounce and Jiggles 5.0 Reduced TBBP_Equip_Belly

But now I switched over to HDT Bounce and Jiggles - Bounce and Jiggles 5.0 Reduced TBBP_Belly

and now all the problems are gone. It was HDT equipment causing all of those problems.
