Permanent Visual distortion

It's like my skyrim character needs glasses. I've tried everything including the clear all Batch file. But all my saved games have this blurriness around their edges.

that's the thing call dof in your enb

Looks more like a base game shader.

 

Perhaps you have Frostfall installed and are freezing. Same effect also happens on lots of magic spells etc.

Some of the mods that simulate the need to sleep also use this effect

How about a load order, and some papyrus logs That will help us narrow down your issues.
