(help someone new) how do I install this hair mod (HDT) it's just meshes folder and texture folder

With MO (highly recommended):
- Download the files normally
- Move them into the \Mod Organizer\downloads folder
- Start MO and install it like any other mod from your downloads section

With NMM:

- Download the files normally

- Optional: Move them into a specially created \downloads folder

- Click in NMM on install from archive (or sth like that)

- Choose your just downloaded archive

 

Manually (NOT recommended):

- Download and extract the archives

- Move the \meshes and \textures folders into the \Skyrim\data folder

 

If you're new to modding and don't have that many mods yet, I highly recommend you to download MO. It's not that easy to learn, but there is a built-in tutorial on the first start, an official MO Guide and some video tutorials by Gopher.
