TESV_Papyrus_Flags.flg disappeared and Steam won't reacquire it

Feeling a little bit like I'm in the twilight zone.  For whatever reason, this specific file has decided to disappear on me, as I discovered when I attempted to compile the latest edits to my current project.  Somewhat nightmarishly, Steam doesn't re-download it, either as part of Skyrim or CK.  I am stuck.

 

My philosophy in these situations has ever been to find what works and skip trying to figure out why it broke in the first place.  Maybe my SSD is randomly losing files (one or two other weird things have also happened lately).  I don't know.  What I do know is it would be mighty convenient if someone were to provide this file so I can get on with things.

 

Edit: Never mind.  I found this file as part of a tools package, and now that it's installed, the compiler is complaining about very fundamental things, like: "unknown type formlist", "unknown type globalvariable", etc.  Clearly, something is deeply wrong.

 

Edit2: I bizarrely located a file called "scripts.rar" in the Skyrim directory, dated just yesterday.  It contained all my "missing" scripts, along with the TESV_Papyrus_Flags.flg file that had gone missing, and the contents were dated March 2nd 2015.  Best guess at this point is that Steam added this while I wasn't looking, and somehow in the process completely screwed up my preexisting directory structure.  Things seem back to normal...

Okay, so the issue was that they did exactly what I discovered, Steam ninja'ed the update to me as I guessed, and it was indeed up to me to randomly discover a "scripts" archive so I could undo their mischief.

 

What a superb waste of the last hour.

unzip scripts.rar into data and make sure the structure is correct. It happened to a LOT of peeps because they made major changes to the way the compiler does shit and didn't update any information on the wiki or main site except through a dev blog
