Stamina won't recharge

I recently noticed that my stamina wasn't regenerating on my main character, but even after doing the usual script cleaning job, the issue persists.  I made a new character to find if it could be related to the mods I use, but there were no problems on that save.  I tried to remove the scripts of some mods linked to stamina (private needs, psq...) so that they could restore themselves, but it was no use.

 

I made some searches on google, people were speaking about bugs occuring during killcams that could cause it, but even if it's related, I don't know how I could fix it...

it is possible that if you uninstall private needs it would leave some changes behind - for example one of my characters is now permanently friendly to animal predators after using spriggan soap long time ago.

 

What you can check is to target your char in the console and type

getav staminarate

Yep, if it's too low use (I think) player.modav staminarate 100 to set regen to 100%.

I tried to play with the av commands, but nothing changed.  I think I screwed up my save by removing scripts or variables I shouldn't have with Savetool (for exemple, some boosts are no longer there), I guess that's a risk when you start modding games

Have you tried something as simple as drinking a stamina potion to i guess manually add some stamina, i seem to recall having a similar issue long ago and that fixed it, no idea how or why i didn't question it at the time.
