Request: Animated Dragon Wings equipable for NPCs

Hi, i was wondering if some one tried to create a way for NPCs to use the Animated Dragon Wings with out console command cause I would really like to go fly around skyrim with a swarm of followers with this on and I appreciate it if you shared please and thank you.

What exactly do you mean for them to use the wings without console command? How did you want to implement it?

As either an enchantment that can be applied to an object or as an equip-able item that can be made like the cloak mods.
