Everyone walks the same speed

Is what im trying to accomplish; I know wearing certain items or character size comes into play..
I have tried like 5 diffrent mods that say the do this and i have not found one that comes close.

Following a NPC around sometimes is painful runnning to catchup after walking for 10 seconds then swapping off.
I Just cant seem to find the right mod for the same walk / run for everyone in skyrim.

Suggestions ?

I suggest using the app for Skyrim Speeds, making your own speed for each movement action in the game.
