Help with steam, Keeps deleting the INI file and Voices bsa

Is there a way to stop steam(ing pile of shit) from deleting my skyrim ini and the voices bsa pack? Whenever I got a mod update from workshop, I have to run skyrim launcher, In doing so it deletes my skyrim ini and voices bsa pack, causing me to vaildate the files on steam, which in turn downloads the two files, Then I open up TES5 edit which checks that everything is there and then I run skse, Whenever I open up the skyrim launcher, It deletes the ini and voices, which I believe is a problem with steam. Considering that I can run skse and not get any problems. But If i run skyrim launcher from steam, it deletes the files?

It is not a problem with steam whenever you use the launcher it will update your ini files so the most logical solution to this problem is to *remove* your ini files before updating then it can't change them and all you have to do after the update is to place the old ini files back and overwrite the new ones with you old ones. Same with the voice BSA if it's changing it move till after the update.
