How do I create a small mod/script to setav health/magicka rates

Pretty much as title says.

 

I want health regen to be 0, stamina regen to be a lot lower than it usually is and magicka rate to be higher than it usually is.

 

Everytime I enter the game, I have to player.setav healthrate/stamina/magicka...because for some reason it auto resets back to default. Rather annoying having to do it every single time, and even if I reload a save or die I have to set it again.

 

Is there a small mod through creationkit I can make to do that for me? I dunno how to make scripts at all for Skyrim. All I have access to is creationkit, which I assume can make scripts too?
