Can't talk to certain NPC's, can't pick up certain items...?

Alright, so after reinstalling Skryim, I decided to install a few mods that would make my third person experience better. I recently installed "Animations", a mod that adds new animations to the third person perspective, and a few others too. In this playthrough, I started experiencing a bug I've never seen before. After talking to Hadvar's uncle (can't remember his name) for the first time, I tried to sell him some things. Now everytime I press "E" on him, he just says some random chatter, kind of like a guard with no dialouge options.

 

I thought maybe it was a fluke, and that I would be ok. Later, it happened to Arcadia after I turned in the frosts salts. With her, I just reloaded it and everything was fine. I've also noticed that I can't pick up certain items (items that are just laying around randomly on desks) like a certain piece of gold, or maybe a potion. I don't necessarily think it's the "Animations" mod since it doesn't (or at least shouldn't) change NPC's in anyway. I'll leave my load order down below, and any help would be appreciated.

"Animations" is causing this. It provides a method (in the menu) to reset NPCs and objects that have had their activation blocked but it is kinda tedious when it happens too often.

If I'm not mistaken, that is a bug with the Animations mod. If I remember correctly, there is a box that you will need to unpick in the MCM menu.

Can't remember what its called, but it's there somewhere. Like "safe mode" or "use block mode" or something similar.
