Oblivion: I can't get arrested, guard keep repeating same line! Please help

I need to get arrested for a quest I'm on (Two Sides of the Coin), but every time I meet a guard after I get caught doing something they just keep repeating the line "How marvelous, a wanted criminal bound up and helpless. Lets see what your crimes deserve!"

 

Everything else in the game seems to work perfectly

Some people were asking how to list your mods in Wyre Bash, so in the Mods tab, right click the File column and select List Mods.

We have recommended load order, I'd advise you to use it and more than likely your problem will go away.  You may need a clean save.

The "How marvelous, a wanted criminal bound up and helpless. Lets see what your crimes deserve!" line is from PlayerSlaveEncounters. That's only supposed to happen if you are enslaved or found already bound by a guard.

 

You can try disabling PSE temporarily to see if it fixes the issue.

Thanks WappyOne, I do have wrist and ankle irons, as well as a mouth gag in my inventory that I cannot drop. 

 

I haven't used that mod, I'm not really sure how, but i suppose I would like to keep it if I can change the order.. I checked out the recommended load order, obviously we have different mods but I tried to match them up. Here they are currently:

hint, hint.....take another look at the correct load order as you still don't have it right.

 

By the way, you do realize that you probably are going to have to make a clean save to fix your game right?  While you can try just shuffling the mods, I don't think that alone is going to fix everything.
